I would suggest eitehr DOCX or RTF, DOCX becasue it is roughly a zipped XML document which contains all the markup (although based on the embrace, extend, exterminate principle, there are no doubt many strange quirks making it a bad format. I don't know enough about the specs. to be sure about this....

OYu appear to have encrypted the text using both rot13 and a caesar shift, but ROT13 is simply a caesar shift with an offset of 13, so effectivelt you have only used a single step.
