True, but they did choose to bomb the cities themselves resulting in mostly civilian casualites. One of the express goals was to bomb an urban area given the desired psychological impact of the weapons.

Hmm I put justified, because I can see a case being made for 'collateral damage' in a war. Also perhaps the atomic bombs might fit this category, their use was argued as justified in that we didn't have to mount a full-scale invasion of Japan.
