One more expert-level tip:

Try using the Buddy System. If you partner with another tornado, one of you can mess up a neighborhood, and then the other can come through a half hour later and take out the emergency response crews.

Sort of hard to get a lighter than air blimp when the air is already mostly hydrogen. Probably need a hot air blimp and that takes continual energy.
