Why in the world are we targeting spree killings/massacres with our public policy measures, as opposed to overall homicide rate? Isn't the goal less dead people, rather than less dead people in one small area, or in a certain amount of time?

spending a lot of time on a project and it falling through and then having nothing to show for it is a risk though, You can't just refuse to pay people for work done short of bankruptcy, and I highly doubt that Paul Allen is going bankrupt.
