According to Wikipedia, the ISO says that the correct time format uses colons. You use decimals when you include fractions of a second at the end.

Yes it does. Genesis says that God created a giant dome and called it the sky. Domes have flat bottoms. The earth was beneath that sky. Hence, the earth=flat.
