it would seem (personal experience and reviews) that skulls in halo 2, once activated will retain their effect on the gameplay until some specified sequence is carried out to terminate said effects. just stopping playing wont do it sometimes.

I have only once experienced any kind of high latency like that, and it was for a few seconds after some guy had switched his router off. At other times I have heard my borther use it as an excuse form him not being able to aim the sniper rifle. it might just be my connection, but mostly all games ...
