I don't understand how this qualifies as victim blaming. Not getting drunk is a wise precaution that comes IN ADDITION to pursuing and punishing rapists. It's just ONE thing out of many that society can encourage to solve this problem. Nowhere are people suggesting that it's the woman's fault.
