The Northern Atlantic hurricane season typically ends on 30 November. There have certainly been cyclones which have formed after that date, particularly during the crazily busy 2005 season where we ran out of names and had to start using Greek letters.

Because the winds out of the south are very weak, they don't encounter the mountains at enough strength to create terrain-induced rain showers, so there's nothing to wash the vog out of the sky. Therefore, it kind of lingers under a radiation inversion near the surface.
