That's one of the nicer things about the Public quests in Warhammer Online. Their first phase will just sort of sit there on the map, and will accumulate results from various passers-by. (The other phases are timed, so you're less likely to walk in on one of those half-done. And if it gets abandoned...

Stack fusing will probably not happen any time soon. Apparently there are a bunch of hidden variables like mint year, creator, and level of wear that practically ensure that no items that aren't stacked are the same. Toady says he hasn't decded how to resolve that issue yet. A more likely solution ...

It's a failsafe against tantrums, building destroyers, and gremlins. There's plenty of things that can comprimise a floodgate, but nothing fucks with a brick wall.

We can put water in later though. Just widen the hole first.

There are probably constraints on where those layers can actually form, leaving the game with nothing to draw from.
