If you want to release him, just build the cage somewhere and then un-assign him from it. (Or rig the cage to a lever and pull it)

I made sure they were claimable, they had the worn marks (+ I think). My problem was solved when I built the walls and drawbridge regardless, just to see what would happen. Have you checked the refuse orders menu? (o -> r or f) There's an option there that tells dwarves if they're allowed to claim outdoor refuse. It defaults to 'no,' to keep civilians from running into the line of fire in order to loot corpses.

Yes, at least one of them. Afterwords, I'm up for aimless wandering and maybe sliding off to some of the other festival events. I'm good for anything until midnight, unless someone with a car is involved. (The appropriate buses don't run that late)

Im currently losing a 5-story castle [with one additional 5 story wing and the start of a second] to the tantrum spiral. Are you building on a brook, by chance? (Light blue river)

Those count as having a floor over every tile of water, so you need to channel out the area you want your wheel built on. Otherwise, it shouldn't take anything more than a space over three tiles of moving water.
