Vote: willwithskills Job Agency was this high and had a cult in it. Not to mention we have had several speculations on how the sith could work like a restricted cult (I know you meant independent of sith, but again, Job Agency which ended none too long ago gives ample precedent for a cult in a game...

I can't really contribute much to the role speculation that hasn't already been said, but I do agree with there being less than three mafia with some sort of recruit. I also imagine there are other threats, probably an SK, but not a cult in a game of this size.
