That mod doesn't work since it hasn't been updated with the patches, and a lot of the community and modding interest has died off. It has been in a perpetual "waiting for the next patch to fix things" state. You can just select the option in classic though.

I think it's mainly about your monitor's refresh rate. Vsync is on by default, so if you have a slower monitor it will limit your FPS to below the threshold of these issues, while also introducing some input delay.

The simulation is tied to FPS. Higher FPS means faster everything, impossible lockpicking, the terminal softlock, unable to use power armor and probably several other things. It seems best to disable vsync and limit the frame rate.

Attacking attention was an avenue for player skill to differentiate, a way for a top pro to get ahead and secure a win against a middling pro. When you remove these avenues it's harder for a player to be truly good at the game
