For a siege turret, I thinking it could even go into an invincible mode when not firing, demo and spy still beat the crap out of it, scout or pyro are better against it but sniper/soldier/heavy are worse?

What would you need to do to make a flame turret useful? It would presumably have less range, so it would need to track exceedingly fast and do more damage and even then I imagine the range would be a huge drawback.

Your ehp vs blasterboats increases by about 500 (7%), switching the rig in... ishkurs do much of their damage with drones which will be probably be explosive or thermal and you have 15% less EHP versus them, and the other blaster boats do a bit that way too, so you're not really looking at more than...
