I had the same trouble for a while, but it's a lot easier for me because I saw the whole thing to start. Things clear up a bit after a while. It just takes a few flashbacks and some confusion on what is and is not a flashback to get through.

Okay. I was confused about something. My bad. This still wouldn't work though. States cannot compel electors to vote in any specific way. They've tried. This is still not cool if it's legally binding. Otherwise it's whatever.

So the votes of people in the states that had this passed everyone would have their votes be counted against everyone's, not just the people in their state.
