I'm not sure if making these moves separately is actually necessary to avoid spending extra points, but I did so because I'm not sure how the rules regarding moves are meant to be interpreted.

Also: As this nomic has seen little to no activity in a while, would anyone object to removing a large number of rules and working with a smaller, perhaps more easily manageable, ruleset?
