Why does a rope storage need antigrav generators?

Floor 138 houses an unshielded nuclear reactor.

Floor 149 contains the automated composting facilities, handling apple cores, tea bags, potato skins, banana peels, carrot tops and tips, mange tout tops and tips, onion skins, tops and bases, bonsai clippings, dead houseplants, mushroom stalks, pear cores, pepper pith, pistachio shells, peanut shells, walnut shells, hazelnut shells, almond shells, out-of-date herbs and strictly NO creeping ivy. A robot separates ivy from the incoming matter, another separates the crisp packets, cooked vegetables, meat, cigarette packaging and so on and a third one makes sure there's really NO ivy in what's left so there can never be a repeat of the 2013 situation.

The walls still have scorch marks.
