I delegate the ruling of my one quarterland to _infinfa_. I send all my resources, including soldiers, to em.

Okay, here is the natural law rewrite again. I will review once more tonight or tomorrow and then sign it.
Repeal all rules and create the following rules:
(with text in < > replaced with relevant links)

Rule 100:
a) Some things in the world work because of the natural order of things, and others because it is so written in on pieces of parchment somewhere in the Royal Palace. Rules between 100 and 199 inclusive are natural law, and are unbreakable.
b) Any contradiction within the natural law is to be resolved by the Meta Judge. The recommended solution is to revert to the last version of the relevant rules that was consistent, but in some cases minor edits to reflect the intended meaning might be appropriate. In other cases logical arguments and comparisons to the real world can be made to clarify how things work.
c) Anyone who has ever posted in this thread is a player.
d) An action that is impossible (cannot be done) fails when a player tries to perform it.

Rule 101:
a) There is a kingdom called Munroevia. It consists of a number of indivisible quarterlands (qls).
b) Each quarterland has up to one holder.
d) The affairs of the Kingdom are detailed on the wiki, located at http://myexactthoughts.com/nomic/ .

Rule 102:
a) There are a number of different resources. They are gold, wood, stone, ore, and soldiers, and are all measured in units. Any player can hold resources, and resources can be transferred between players. When soldiers are sent anywhere, the journey takes an hour. During this time nothing can be done to the soldiers.
b) Resources are gained from ruling land. All territories are regarded as equal, and the number of quarterlands (ql) ruled determine what resources are gained. If a resource's Value is x, then every x ql ruled by the same player produce one unit of that resource. Resource values are as follows:
Gold: 1
Wood: 2
Stone: 3
Ore: 4
Soldiers: 6
c) Some types of players may be better or worse at ruling land; this can cause them to operate on other resource values than those listed here.
d) The resource holdings of all players shall be listed at the Quartermaster's Office on the wiki. Any player taking an action that causes any resource holding to change must update the wiki to reflect this.

Rule 103:
a) Buildings can be constructed by a player in the territories e rules. This costs em resources and takes an hour. Buildings can only be built from official blueprints.
b) When a player loses land in any way, all eir buildings are considered to lie on the very last one of eir quarterlands, unless otherwise specified by the player or the Law.
c) Buildings can sometimes change how things work and thus override the natural law. They can not, however, override rules 100 and 101.
d) Building blueprints shall be listed at the Planning Council on the wiki.

Rule 104:
a) Soldiers can be sent by their owner to assault a territory held by another player.
i) If no defending forces are present, the soldiers start subduing the local populace. This costs one soldier per ql, up to five ql in a single assault. These qls are transferred to the owner of the soldiers.
ii) If defending forces are present, a battle is fought. This causes one soldier on each side to die. Some factors might cause more soldiers to die on either or both sides, see the law. If more soldiers on a side are to die than there are available, they all die. If all soldiers on the defending side dies, the process in i) takes place.
c) When an assault is over, the remaining soldiers on the attacking side (if any) travel back to their master which takes an hour.
d) Soldiers owned by a player are only considered a defending force if the player specifies they are.

Rule 200:
a) The owner of the Royal Palace is King. The King has absolute power, with the exception of being bound by this Law. Except as explicitly allowed, the King shall not amend the rules.
b)If the King does not post for a whole week, the Meta Judge may crown a new King, and in so doing causing the old King to lose all eir land to the new King.
c) Rules 200+ are the Law of the Land. Some actions are illegal. Performing an illegal (but possible) action succeeds, but may have repercussions.
d) The King shall keep a List of Citizens. This must include all players who have posted since court was last held, but may include any player. This list is updated when court is held. The citizen at the top of the list is known as the Honorable Citizen.

Rule 202:
a) The Kingdom of Munroevia currently consists of 60 quarterlands of fine land. All land is held by the King, however e is busy managing the Kingdoms affairs and the Royal Palace, and thus unfit to rule it personally. To the King, all resource values are 61.
b) The Capital city takes up one quarterland, which should stay under the King's private rule. This area holds the Fort of the Royal Guard and the Royal Palace.
c) The King shall apportion the land among citizens, who are known as Nobles. When this happens, the amount of land those Nobles gain becomes the size of their respective Counties. If a Noble gains or loses land, the size of eir County changes to reflect this. Nobles have their names emboldened on the List of Citizens.

Rule 203:
a) Nobles, too, are unfit to rule their land personally. They operate on the following resource values:
Gold: 3
Wood: 5
Stone: 8
Ore: 10
Soldiers: 15
b) Nobles may delegate their land holdings to other non-Noble citizens, known as vassals. If a Noble makes an offer to another citizen specifying a number of qls, that citizen may accept and swear an Oath of Fealty, thereby causing themselves to take that land as their fiefdom. Rules to the contrary notwithstanding, the fiefdoms of a Noble's vassals are still considered to contribute to the size of eir county.
c) The territory ruled by a Noble personally is known as eir Free Lands.
d) A Noble may reapportion the land size of eir vassals' fiefdoms at will. Vassals to the same Noble may trade land between them at will. Nobles may trade land between them at will.
e) A Noble may at any time void the Oath of Fealty, thus returning the vassal's land to eir own rule. A vassal who voids the Oath ceases to be a vassal, but does not automatically return eir land.
f) All land transactions not allowed by the Law are illegal.

Rule 205:
a) A Noble may name one or eir vassals eir successor. If the Noble ceases to be a citizen, eir County is transferred to the successor who is automatically ennobled.
b) If there are other vassals to the former Noble, they become vassals of the new Noble with the same size of fiefdom.
c) If a Noble hasn't chosen a successor when one is needed, all eir vassals become renegade land holders. The Free Lands of the previous Noble are returned to the King. The King is advised to ennoble one of the former vassals rather than assault them to reclaim the land.
d) Renegade land holders, such as former Nobles and vassals to former Nobles, may be allowed by the King, but may also have their holdings taken by the Crown.

Rule 206:
a) The wiki should be kept up to date with the Rules and other relevant documents.
b) The national flag is to be changed the fourth Tuesday of every month.
i) A list of potential flag candidates is to be kept at <link to flag cndidates>
ii) All flags are to be based upon the template at <link to template>
iii) The fourth Tuesday of every month, Keldaran shall choose that flag from the list of candidates which most tickles his fancy. He shall than upload a 100 pixel wide copy of that image to <place to upload the flag>. This now becomes the flag of the arbitrary time period.

Rule 207:
a) Court is held regularly. Court may not be held more than three times a week, and not on two consecutive days.
c) When any player issues a Call to Court, the following procedure is followed:
i) The player issuing the Call must repost all petitions written since last Court. This must be done in the same message or the Call is invalid.
ii) Each citizen may state their presence at Court. Until Court closes, an attending citizen may not take any resource, land holding or soldier related action.
iii) The Grantor of each petition must be present at Court, count the votes for it, and present the tally to the King. If a Grantor fails to do so, the petition is voided.
iv) The King first reviews the affairs of the Kingdom. If a Noble is without land, e may be removed from Nobility. A vassal with a large fiefdom may, with the consent of eir master, be ennobled. Any other citizen may be ennobled if there is a good cause. Any land the King owns, apart from the Capital, e then distributes to the Nobles.
v) At least 24 hours after the Call was issued, the King examines the tallies of all petitions. Each Noble's vote is weighted according to the size of eir County (including fiefdoms), each vassal's according to the size of eir fiefdom. Renegade land owners' votes are counted twice, landless citizens' votes are counted once. To have one's vote count, one must be present or send either one's Noble or one's Vassal instead.
vi) If the proportion of votes for a proposal to the votes against is greater than 2/3, the King shall resolve it. If it is less than 1/4, e shall not resolve it. Otherwise, the King chooses. Resolving a petition may cause the Law, and in extreme cases, the natural Law, to be amended.
vii) The King signs and publishes the revised Law of the Land. If deemed necessary, parts of the natural law and the meta-rules should also be published.
viii) The King also updates, or delegates the updating of, the relevant parts of the wiki, most importantly the rules.
vix) Court then closes.

Rule 208:
a) Any citizen may pen a petition. However, a petition is not official until it has been signed by a Noble or powerful vassal who is willing to put eir fame and standing behind the suggested changes. A posted petition indicated as finished by its writer may be signed by anyone controlling at least 5 quarterlands; this person is thereafter known as its Grantor.
b) When a petition is passed, its Grantor is moved one step upwards on the list of citizens; when one is rejected e is moved one step downwards.

Rule 209:
a) A Noble may announce a tax upon eir vassals. The vassals must then give up the named resources to the Noble within the given time, which may not be less than three days.
b) A tax is illegal if it applies disproportionate to the size of the vassals' fiefdoms, or if not even one of the vassals would have been able to pay it at the time of the declaration.
c) The King may tax the Nobles under the same rules.
d) The rest of this rule notwithstanding, the Honorable Citizen may not be taxed by anoyone. Omitting em from taxation does not constitute a disproportionate tax.
e) Resources may be traded between citizens with the consent of both parties, or gifted freely.
f) Resource holdings are kept at the Quartermaster's Office on the wiki. Any player who takes an action that changes any resource holding, such as collecting a tax or agreeing to a trade, is responsible for updating the wiki.

Rule 210:
a) A Noble may assault another Noble's Free Lands or the fief of another Noble's vassals. Anyone may assault a renegade land holder. No other citizen may assault any other citizen.
b) In a battle, the buildings on the defending side and the number of soldiers on both sides affect how many soldiers die. If one side has more soldiers than the other, the weaker force loses an extra soldier. If the stronger side has more than double the amount of soldiers, the weaker loses yet another soldier. Same for triple, quadruple and so on.
c) Only vassals and the King may keep defensive forces posted. Unless stated otherwise, soldiers default to defending when it is legal.

Rule 211:
a) Any citizen owning land may construct a building defined by one of the blueprints in the Planning council on the wiki, unless otherwise stated in the blueprint.
b) Blueprints may only be added and removed by proposal.
c) When reapportioning the land among subordinates, Nobles may choose which buildings lie on the affected land.
d) No player may own more than one building of the same type. If this happens, one is destroyed. When land is given back to, or taken back by, the King, all buildings on it are destroyed.

Rule 212:
a) The following actions, among others, are criminal and may be punished by the King:
i) Not attending Court or sending a delegate despite being a Noble; leaving Court prematurely; assaulting a citizen who is currently attending Court.
ii) Performing an illegal assault, performing an illegal land transaction, illegal (disproportionate) taxing of subjects.
iii) Refusing to pay a fair tax to the King.
b) Other rules notwithstanding, the King may take the following actions at any time in order to punish a criminal:
i) Declare a fine, to be paid either to the King or to a wronged party.
ii) Move the criminal downwards on the List.
iii) Remove the criminal from nobility. The former Noble shall then return eir land to the King. Eir successor may be ennobled immediately.
iv) Declare em an outlaw, who may be assaulted by anyone. A Noble who is outlawed ceases to be a Noble.

Add the following blueprints:
Royal Palace
20 stone, 10 wood, 30 gold
May only be built by the King. Is immediately destroyed by the populace if built by anyone else.

Fort of the Royal Guard
15 stone, 15 wood, 30 gold, 5 soldiers
May only be built by the King. Is immediately destroyed by the populace if built by anyone else.
If the owner of this building has less than 15 soldiers when court is held, new soldiers are immediately drafted so that e has 15 soldiers.

I would appreciate if those of you who think it's a good idea to pass this in something like this form, with some minor edits, avoid posting other petitions until it's resolved. Otherwise I'd have to write them in or you'd have to word them cleverly ("Change rule 105 to read; unless She's petition has passed, in that case change rul 204 to read:") since I do it the lazy way and just remove all rules and enact everything anew in my petition.

Greetings, Munroevians (Munroevites?).

After a brief altercation and even briefer trial at the hands of my former leader, I, once again, find myself stateless and destitute. To remedy this, I would very much like to join your wonderful nation, if any of you wise and powerful nobles would have me. I am subservient, mostly house-trained and fairly unlikely to attempt any sort of violent revolution any time in the foreseeable future.

So what say you, nobles of Munroevia? Will any of you offer this poor, lowly peasant a chance to start a new life in a new land?

_infina_: where? I can't see it.

benneh: Welcome! We currently find ourselves in the middle of a half-assed race for the crown, or whatever we should call it. Anyway, I have but one quarterland, Lord Skellios 16 and that dastardly kerfuffleninja has kerfuffled eir way to the remaining 33. I already have a vassal, and since quartelands are indivisible I can't help you. However either of the other Nobles could (and should) reapportion their counties to allow for you as a vassal, and the King could make you a Noble. At the very least, hang around until next court, because if my petition passes (the really long one that should have been in a spoiler tag rather than a quote one) you'll have a vote solely by virtue of being a citizen.

I'll make my weekly resource collection now. I haven't really had the time to read the rewrite so I"ll abstain from voting on it.

I collect 33 gold, 16 wood, 11 stone, 8 ore, and 5 soldiers.

Current Holdings:
77 gold, 32 wood, 22 stone, 16 ore, 15 soldiers

I see nothing wrong with the proposal, but I don't want to defy skellious by voting without knowing his or her position.

Okay, something needs to happen. Imma gonna post my petition, vote for it, ask Infina to vote for it, and then try to make the King hold court as soon as possible.

Petition: it's just natural
Repeal all rules and create the following rules:
(with text in < > replaced with relevant links)

Rule 100:
a) Some things in the world work because of the natural order of things, and others because it is so written in on pieces of parchment somewhere in the Royal Palace. Rules between 100 and 199 inclusive are natural law, and are unbreakable.

They are gold, wood, stone, ore, and soldiers, and are all measured in units. d) The resource holdings of all players shall be listed at the Quartermaster's Office on the wiki.

Some factors might cause more soldiers to die on either or both sides, see the law. d) Soldiers owned by a player are only considered a defending force if the player specifies they are.

Rule 200:
a) The owner of the Royal Palace is King.
Performing an illegal (but possible) action succeeds, but may have repercussions.

e) A Noble may at any time void the Oath of Fealty, thus returning the vassal's land to eir own rule. A vassal who voids the Oath ceases to be a vassal, but does not automatically return eir land.
f) All land transactions not allowed by the Law are illegal.

Rule 205:
a) A Noble may name one of eir vassals eir successor.

Each Noble's vote is weighted according to the size of eir County (including fiefdoms), each vassal's according to the size of eir fiefdom. vii) The King signs and publishes the revised Law of the Land.

If the owner of this building has less than 15 soldiers when court is held, new soldiers are immediately drafted so that e has 15 soldiers.

tl;dr: changes some of the rules into a "natural law" section that cannot be broken; actions that go against this simply fails. This covers things like owning and transferring resources and land, and going to war. The other rules are explicitly law rather than game rules; they can be broken, but the King will hit you on the head with the Royal Guard if you keep doing it.

I'll give people a little time to vote on it, but seeing as how most people seem to either support it or don't have a strong opinion, I'll probably hold court sooner than I usually would.

Also, one nitpick: You never signed the petition.

Oops, something happened I had to go, and now I see that I should've pressed "save" rather than "submit". And once again I managed to mix up the quote and the spoiler tags. Oh well.

I sign and support the above petition. I'm thinking of stealing me some more land to put behind this, maybe from skellious, but that would probably just anger someone.

The court is now in session!

She's petition only got support, so it passes.

Law:
Spoiler:
Rule 100:
a) Some things in the world work because of the natural order of things, and others because it is so written in on pieces of parchment somewhere in the Royal Palace.

Rule 205:
a) A Noble may name one of eir vassals eir successor.

Rule 206:
a) The wiki should be kept up to date with the Rules and other relevant documents.
b) The national flag is to be changed the fourth Tuesday of every month.
i) A list of potential flag candidates is to be kept at <link to flag candidates>
ii) All flags are to be based upon the template at <link to template>
iii) The fourth Tuesday of every month, Keldaran shall choose that flag from the list of candidates which most tickles his fancy.

Please note that the <link to whatever> things in Rule 206 should be replaced as soon as possible. Anyone have the specified links?

The important thing that happened is that all the rules were shuffled around (I tend to do that now and then if noone watches me, and to my defence I did get votes). Hopefully for the better. It is now theoretically possible to conquer the royal palace and become king. There are 60 quarterlands instead of 50, so 9 ql should be apportioned by the King as soon as e feels like it (at least I think e can do it outside court). (the las ql is to hold the capital and the royal palace; it's what you conquer to become king). The King can no longer reapportion land as e wishes; once given out, the Nobles take care of that between them. On the other hand, the King is after all the ruler of these lands, and has eir methods of making people do what e wants.

What I'd like to see now is someone doing something about the fact that almost half of the land lies under the same rule, that despicable L kerfuffleninja. Either the good lord could show eir true colours and try to take on the King, or the King should put down the foot and try to even out the standings. Or someone should put down the foot wrt me, and tell me why something else entirely needs to be done. I won't be taking any initiative for maybe a few days here, but I will try to be present and stay informed.

Can I just say, this 2 1/2 thousand post nomic is quite impressive to me nowdays. However, I can't help feeling it's slowed down somewhat since we began near as makes no difference 9 months ago. I dont know how others feel about it but unless we somehow simplify things and try and get an influx of players (which we tried last time to limited sucess) then it's not going to go on for much longer. I think we've moved from a strict nomic into a weird fantasy game where everyone is being rather nice to each other (except She who is getting into it), and therefore im worried about its durability...

I know I have less time these days to dedicate to it now that im in a full time course oncemore. I don't want to leave but I don't seem to be contributing like I used to these days, so I don't know whats going to happen there...

Thoughts?

It needs more of a war aspect where you can fight without completely (and easily) removing their ability to ever fight again (like She's 1ql). Also, we might want more quarterlands. And the ability for players to join not as a vassal.

And, while it's nice to have the law written out formally, someone should be in charge of summarizing it -- how to join, how to fight, how to acquire resources, how to modify the rules, etc.

so perhaps we should consider looking at the style suggested a while back with a map and advancing into numbered qls and things like that? and strategic resources.

I am happy to look at this side of things over a week or so and report back with a system if people are interested?

At the least I feel that EDG's proposal that we bring back the summary makes sense. Walls of text are generally not friendly.

Skellious, I can sympathize (empathize? I even looked it up and I still don't know). Because of school, I don't have as much time to devote to the game. Between school, homework, working on college apps, talking to my girlfriend, and sleep, I have little time left over for anything else, much less a game. As it is, just for homework today I still have to read a large number of pages of a textbook and a novel, analyze a short story, do a ton of calculus problems, and spend a few hours on college stuff.

This is unlikely to change any time soon. I don't know what to do either, so any suggestions are welcomed.

So when you are experiencing a similar situation, as in this case (we both have less time because of school), it'd be sympathize?

My girlfriend is British, it's an LDR (hence lots of IMing), and we've been together for a year or so, so I'm quite used to the spellings by now. In fact, I find that I generally use the British spellings now, except for the -ize/-ise one; I still always use -ize.

Even after reading the rules, which a new user would not want to do, I still have no idea how many resources I collect when, and how to build.

And there are a lot of rules...

Same here. I put "u"s in things and spell doughnut the longer way!

My girlfriend is British, it's an LDR (hence lots of IMing), and we've been together for a year or so, so I'm quite used to the spellings by now. In fact, I find that I generally use the British spellings now, except for the -ize/-ise one; I still always use -ize.

no, that would be empathise, because we are both going through/ have been through it, sympathise is when you havent been through it yourself but can feel how the person is feeling.

I can also empathise with you on the LDR front, I had two of those with american girls, one over a year long (never again, they just dont work for me, but if it's working for you then I'm really happy for you :) ) - not gonna go into a long story here since its vastly off topic but she'd booked a flight to come over and everything, then we found out we disagreed on a vital but somewhat trivial point that might or might not have happened way off in the future (but i guess represented a more deep-set difference between us) and she cancelled the flight about a month beforehand. Damn, that was hard :( But, as long as you two get along fine there's no reason why you wouldn't be successful :)

Whereabouts does your girlfriend live?

It's the CORRECT way! :P (jokes, actually most american spellings are the historically acurate ones, after the language left here, we fecked it up.)

I'm moving this to PM so as not to clutter the thread (any more than we already have).

I'm very sorry about the formality, lengthiness and general unreadability of the current ruleset. It's my heritage from Agora, where a missed word can end up breaking the game if it doesn't get caught before enacting the rule. I'd like to be able to play in a less formal, and thus more easily understandable nomic, but I think I've lost that ability - at least the ability to write rules for it. If someone else wants to take on the job of judging exactly how formal a rule must be to work, you're very welcome to do so. However as long as I'm the meta judge I won't be able to let by rules that aren't very foolproof. Not that I decide which rules are to be adopted, far from it with my single quarterland, but I feel that I'm the voice of reason/party pooper when other people come with suggestions. "That won't work because bla bla amibiguity" seems to be my lot in this nomic, with the results that almost all of the rules in effect have been written by me, although some suggested and drafted by other people.

I don't like this situation, but I can't suddenly stop being formal, sorry. I can try to be less verbose in future petitions, but if we want a non-wall of text ruleset I think we have to start over, sorry. I'd be for that, but in that case I'd say leave the whole munroevia business and go back to a vanilla nomic, like 6.0 and the previous versions. Just play around with making rules and see what happens.

But, I haven't given up on this version either, as long as the current players stick around. Of course more players would be great, but I think we're just enough to make it playable if everyone is actually active. Then again if it feels like work something is wrong. King E says e doesn't have time to be the king anymore (my interpretation), and I could accept that role if someone else took up meta judge. But even better for the game would probably be to remove it, though how we'd do that and still stay in setting I have no idea.

Skellious, you write about a map system. That's fine and dandy, and I'd probably vote for it, but wasn't the main problem right now that there are too many and too complicated rules? But, if you and everyone else feel that a new combat system is what it takes to get the gameplay interesting, the blaze on!

If it's best for the game, then I'll step down. That is, if all the positions are filled and gameplay still works the same, just with different people, then I am fine giving up being King. If, however, gameplay would change, because of lack of a Meta Judge or too few players or something, then I'll stay King. And then I'll just be less active; I feel that me being less active is preferable. However, that's just what I'd do voluntarily. Of course everyone is welcome to try to force me out.

I am leaning towards a new nomic, I feel this one is getting quite complex and so driving potential newcommers away. We could try and run both side-by-side and see which one is going to get going if people don't want to give up on this just yet. I feel like calling the new nomic Nomic Alpha, rather than a number. I have some ideas about some starting rules, but I would like to take at least some players from here over into the new nomic, so if people from here are interested in the idea I'll start a new thread for it. Alternatively, I don't know how many other active nomics are floating around the Fora right now, but we could always board one of those as a new influx of players? I've certainly enjoyed Munroevia but these days it feels more like a chore.

There are no other nomics now, at least not on the first page. We're the only one hardcore enough to live longer than two weeks, it seems. But it was crazy for a while there, almost like the simultaneous popes back when that was the big thing. I think, if I remember my history classes correctly.

If we're starting a new nomic I'll be leaving this one for it. I don't think there'sa much point in trying to run both of them at the same time; we're risking spreading out the players so much that neither gets going.

ok, in that case, Anyone have any suggestions for starting rules? I'd prefer to play one where we aren't crucifying people who misspell a word in a rule or type nor instead of not.

Agreed on both.
