You've never seen the Cypriots or the Arabs. Bloody hell can they grow beards. It's pretty incredible. One of the guys who used to be in our school was capable of growing a goatee by the time he was about 16.

Ok, I should rephrase my statement to narrow it down to caucasian 17 year-olds. The middle-eastern and indian kids sprout some thick facial hair pretty early, though the indian kids mostly stick to the mustaches.

It's debatable on whether or not that would constitute a possible beard growth pattern. Looks to me he could do a goatee fine, chin strap yeah, and probably a solid neck-beard.

But in general, what is considered a beard varies from person-to-person. So there's a lot of leeway in beard confirmation. And I think that the older you get, the more stringent one's requirements get. Like when I was younger I'd say any sort of decent facial hair growth was a beard. But now, I'd say not only does it need to be pretty well covering the mandible, but thick as well. Examples that illustrate my point of view, but a view that is not necessarily be held by everyone:

I think that rule works about 98% of the time.
I went to school with a guy who had a full beard at age 12. Seriously. He had a five o'clock shadow at noon.
And yet my 27 year old brother cannot grow a beard to save his life. Genetics are weird.
