Installing glibc-devel without root (RHEL 6.0)

I am currently trying to recompile Wine to run 32 bit programs on a 64 bit system, however this requires a version of gcc which accepts the -m32 flag.
Currently when I try to supply this flag I get:

/usr/include/gnu/stubs.h:7:27: error: gnu/stubs-32.h: No such file or directory

The internet tells me that the way to fix this is to install glibc-devel, however I do not have root access to the machine in question and thus cannot install it via yum.
I can download the package into a local directory easily enough however but I don't know if it's possible to tell gcc the location of glibc.

Is this possible or do I have to recompile the entire of gcc? If so does anyone have a brief walkthrough of how to compile gcc with multilib support without root?

This is all on Redhat enterprise 6.0, x86_64.

Thank you, this looks like just what I need.
Unfortunately I won't be able to test it until Friday, but I'll let you know how it goes.
