Also, am I the only one who could never win the "gambling" enemies? I just could not get past that boss, either.

Actually, in SanAndreas, you can go to the other islands any time you like. You can swim in this game, too. The thing is, you do get seriously spanked when you get a 6-star wanted rating for crossing it. They lampshaded this by saying the cops wanted you to stay there.
Plot hole: When you're in the country and the cops tell you to not go back to San Andreas, and you do
