While I love Neutral Milk Hotel, I can't say they often make me smile. Usually I come closer to crying than smiling (with the exception of Untitled, which is just awesome).

Actually, Morrissey makes me want to punch Morrissey in the face.

But as for a band that never fails to make me smile: Scissor Sisters.

...

Yeah, every time I hear "And here's where your mother sleeps, and here is the room where your brothers were born, indentions in the sheets, where their bodies once moved but don't move anymore", it sends shivers down my spine. Every goddamned time.

Bands that make me smile....
SKA. Ska always makes me smile. Well, except Streetlight. They just make me eargasm.
Twee pop, too. I'm From Barcelona and Noah and the Whale.

Some other bands that make me smile are Les Savy Fav and Kay Kay & His Weathered Underground.

The last bit of Two-Headed Boy Part 2 does the same thing to me.

The Frogs were pretty much the most hilarious band ever.

^^ This is just a cover of their stunningly fantriffic song, "I've Got Drugs (Out of the Mist)" - a most glorious and venerable anthem to drugs/kinkysex - but I nevertheless defy anyone to watch it all the way through and not crack a smile. ^_^

My friend's band Licking Chocolate Jesus was always a good one, too. You can't help but smile at songs called "Uncle Harry's Penultimate Freakout" and "The Definition Of Nonce".

Oh!

This band also makes me smile, and giggle a little too :)

I met the guy who wrote this song, and heard the real story behind it.... it was hilarious, and just thinking about it makes me laugh :)

Owl City, big time.

Some cheerier Ted Leo and the pharmacists songs do it for me. Me and Mia comes to mind.
