I took it to mean mothers with babies were welcome, not that is was directly related to breastfeeding.
It is a reasonable question.
The standard use of a baby changing area changes with Time and Culture.
Baby changing areas are needed the same way and for the same reason more mature children and adults need toilet facilities.
Some of us get queazy when we see and smell a full diaper exposed. Some folks get queazy watching Santa take a dump.
Breast feeding can be done discreetly.
There is a baby accessory named the 'Nursing Shawl'.
If Mom and babe use a Nursing Shawl they get good at it.
Most people don't know and don't care what is going on under the shawl.
A nursing mom can still Think!
Traditionally, nursing moms gave orders, took orders, and performed an entertaining array of single handed tasks.
There was and still may be a movement toward mom's sitting quietly while nursing.
There was and still may be Push Back. Some moms don't want to sit in silence.
Nursing babies don't disturb meetings.
The baby is usually quiet.
Its mouth is full.
ps. Some babies will have Nothing to do with a Nursing Shawl.
They want to socialize while they eat, just like you do.
