I simply save the image, open it in GIMP and color pick. I wouldn't think any of these steps would introduce a color change, but your knowledge is probably better than mine.
I stand by my opinion that for this particular purpose, the histogram is the best tool for the job. It clearly shows the gap where there aren't any pixels of those values, and it's explicitly scaled from 0-255 so you know that it's actually using that scale 1:1 (especially when you look at an image that had all those intermediate values represented, just for comparison).
