I just specified the use of a TIMEA1200 traffic island. Within tolerances, 1200=1190.

Yes. For some reason it was the only frame that was not an indexed PNG. I don't know why.
I detected it when I tested an automatic enhancement tool on all the frames and for 657 it said that it's not indexed.
I didn't change the pixels.
